Chen Dexin and Mao Weiming Engage in a Discussion Session and Witness the Signing Ceremony

On February 28, 2025, China Minmetals and the People's Government of Hunan Province signed a strategic cooperation agreement in Beijing. Chen Dexin, Party Group Secretary and Chairman of China Minmetals and Mao Weiming, Deputy Secretary of CPC Hunan Provincial Committee and Governor of Hunan Province engaged in a discussion session and witnessed the signing ceremony. Attendees included Cao Zhiqiang, Vice Governor of Hunan Province; Qu Hai, Secretary-General of the People's Government of Hunan Province; and Zhu Kebing, Chen Jianguang, and Wang Xingquan, all acting as Party Group Members and Senior Vice Presidents of China Minmetals. 

Chen Dexin welcomed the delegation led by Mao Weiming and expressed gratitude to the CPC Hunan Provincial Committee and the People's Government of Hunan Province for their longstanding support to China Minmetals. He underscored China Minmetals' role as a central state-owned enterprise with metals and minerals as its core business and its distinction as the first pilot state-owned capital investment company in China's metals and minerals industry. Over seven decades of transformation, the company, which owns 9 listed subsidiaries and 39 domestic and international mines, has established core business pillars spanning metals & minerals, metallurgical construction, high-tech industry, trade & logistics, and finance & real estate. Since China Minmetals and Hunan Province enjoy a deep historical relationship of cooperation and have highly compatible development strategies, they have always been good partners of mutual trust. Chen proposed deepening collaboration in mineral resource development, metal smelting & processing, new energy & new materials, and technological innovation in the new journey. He also hoped to forge a new model for cooperation between central state-owned enterprises and local governments and chart a fresh chapter in joint development. 

Mao Weiming expressed gratitude for China Minmetals' enduring support to Hunan's development and provided an overview of the province's socio-economic progress. He highlighted Hunan's distinction as the "Home of Non-Ferrous Metals", noting its recent initiatives to modernize the sector through high-end, intelligent, and green-oriented development. The province has accelerated consolidation of premium mineral resources, advanced green transformation of the metals and minerals industry, and put more efforts to improve the mineral resource security capacity, effectively converting resource advantages into industrial competitiveness. Emphasizing China Minmetals' role as a trusted partner of Hunan, Mao hoped that both parties would leverage the agreement as a springboard to deepen collaboration & development in sectors of green mining and new energy development. It was also hoped that both sides would join hands to advance non-core strategic partnership and assist Henan in accelerated development of a trillion-yuan mining industry cluster. Hunan pledged to optimize its business ecosystem and enhance service guarantees to create first-class conditions for China Minmetals' operations in the province. 

According to the agreement, both parties will follow the principles of "strategic guidance, equality & mutual benefit, long-term cooperation, and shared development". They will further deepen content, expand fields, and elevate capability levels based on their strategic cooperation. All these efforts will promote the high-quality development of China Minmetals in Hunan Province, help Hunan Province achieve its blueprint of "Three Highlands and Four New Missions" and create a new model for win-win cooperation between central state-owned enterprises and local governments. 

Participants also included the relevant leaders of Hunan Province, as well as leaders of China Minmetals' head offices and affiliated enterprises.
