From March 3 to 4, Chen Dexin, Party Group Secretary and Chairman of China Minmetals, conducted an inspection tour at Xikuangshan Shining Star Antimony Industry Co., Ltd. ("Xikuangshan Company" for short, affiliated with Hunan Nonferrous Metals Holding Group Co., Ltd.). During the visit, he carried out work safety inspections in the mining zones and frontline production sites while extending greetings to the cadres and employees. Wang Xingquan, Party Group Member and Senior Vice President of China Minmetals, participated in the inspection activities.   

Chen Dexin conducted on-site inspections at multiple key sites of Xikuangshan Company, including the Ming Vertical Shaft Construction Project, South Mine's No.2 Vertical Shaft, South Mine Command Center, Feishuiyan Ore Discharge Terminal, Core Repository of the Mining and Dressing Plant, Mineral Processing Workshop of the Mining and Dressing Plant, Antimony Smelting Plant, Xikuangshan Exhibition Hall, and Precision Metallurgy Plant. He conducted a thorough review of the enterprise's production management systems, safety and environmental protection measures, resource sustainability efforts, and technological innovation initiatives. During the inspection, Chen engaged in sincere dialogues with frontline cadres and employees, inquiring about their working conditions and daily lives while attentively listening to their challenges. He analyzed critical issues facing this century-old mining enterprise and discussed potential solutions with stakeholders. Chen commended the company's operational achievements, particularly commending the cadres' and employees' vigorous spirit and resolute dedication to overcoming difficulties. On behalf of the Party Group of China Minmetals, he extended sincere regards to all cadres, employees, retirees, and their family members associated with Xikuangshan Company. 

Chen Dexin emphasized the importance of deeply studying and implementing the General Secretary Xi Jinping's important instructions on work safety. He called for a balanced approach to development and safety, enhanced work safety awareness, and strict implementation of primary work safety responsibilities. Chen also stressed the need to strengthen safety controls across the entire mining, beneficiation, and smelting processes, and to consolidate the foundation for safe development. He emphasized the imperative to unswervingly deepen the enterprise's quality-efficiency improvements and transformational upgrades, accelerate technological innovation, promote the renewal of aging equipment, and drive the high-end, intelligent, and green transformation of traditional industries to elevate modern governance standards. Additionally, he urged steadfast implementation of the mineral resources strategy to vigorously promote resource sustainability development, expand resource reserves and production, adhere to cost-effective operations, refined management for efficiency gains, and innovation-driven reforms. The aim is to enhance the mining rate, recovery rate, and comprehensive resource utilization rate, and revitalize the century-old mine. Priority should be given to innovation platform development to deeply integrate the innovation, industrial, capital, and talent chains. Leveraging technological innovation to empower industrial innovation, creating high-value added products, and fostering a culture where "everyone participates in, is capable of, and drives innovation" is essential. Adhering to the guiding role of Party building, integrating Party building with core operations to ensure mutual reinforcement, and strictly enforcing Party and enterprise discipline by advancing the "Three-Integrities" (dare not, cannot, do not want to be corrupt) mechanism is crucial for cultivating an upright, harmonious, and stable political ecosystem. Upholding the principle of "appointment based on merit and contribution" is necessary to build a competent, integrity-driven cadre team and a high-caliber, innovative talent pool, ensuring the enterprise's value and employees' dignity while enhancing their sense of happiness, fulfillment, and security.
